Taking the conclusions ‘From the Interim Evaluation of Horizon 2020 towards the 9th Framework Programme' from the Competitiveness Council on 1st December into account, the universities of science & technology united within CESAER contribute to and advance the debate on science & technology in open knowledge societies. Our key messages - also directed to the European Council from 14th to 15th December - consist of three statements:

Overall, we find that the current narrative to overcome the structural weaknesses in Europe's economy, improve its competitiveness and productivity and underpin a sustainable social market economy is thus not sufficient anymore to safeguard the future of Europe and the future of humanity. That is why Europe needs to prioritise knowledge, more and better involve citizens, make a genuine offer to the world and generously shift funds towards the knowledge programmes.
