Towards FP10: the next framework programme for research & innovation

Our association provides key considerations to help shape the design efforts of the next framework programme for research and innovation 2028-2034.

The leading universities of Science and Technology (S&T) united within CESAER published today an input note ‘Towards next framework programme for research and innovation 2028-2034 (‘FP10’)’.

This input note summarises and synthesises previous contributions from our association. It also provides key considerations to help shape the design efforts of the successor of Horizon Europe, i.e. the framework programme for research and innovation 2028-2034 (‘FP10’).

We provide the following key design considerations for FP10:

  1. engage the full knowledge value chain along the research continuum
  2. put researchers and innovators in the driving seat through open and competitive calls
  3. ensure predictable and stable conditions
  4. unleash synergies
  5. reinforce excellence and boost widening in the context of EU-30+
  6. leverage a continent-wide approach to contribute to global leadership
